Partnership to Strengthen Regional Resilience in Wartime Ukraine

Our firm continues to expand its institutional and public-sector engagement as part of a broader wartime strategy focused on resilience, governance support, and international cooperation.

Through the civic platform Open Ukraine, founded with our direct involvement, we have entered into a formal Memorandum of Cooperation with the Zakarpattia Regional Council.

This strategic partnership is designed to reinforce the operational capacity of regional self-government bodies under conditions of prolonged armed aggression.

Key cooperation priorities include:

  • Protection of territorial community interests

  • Coordination of anti-crisis regional initiatives

  • Risk-prevention mechanisms for civilian populations

  • Development of measurable wartime response projects

The Memorandum enables multidimensional collaboration, including joint programming, international project participation, and institutional advisory support.

Our involvement reflects the firm’s long-term commitment to public governance, regional development, and Ukraine’s institutional strength during and after the war.

ZAKARPATTIA REGIONAL COUNCIL and

NON-GOVERNMENTAL ORGANIZATION  - OPEN UKRAINE

Recognizing the importance of prospective cooperation with the priority goal of safeguarding the common interests of the territorial communities of Zakarpattia region,

Guided by the public demand for the consolidation and coordination of current efforts by communities and residents of the region to resist the armed aggression of the Russian Federation against Ukraine,

Aiming to enhance the effectiveness of ongoing efforts by the local self-government authority to prevent risks to the population of the region under conditions of armed aggression, acknowledging the protracted nature of the aggression and the unpredictability of its consequences for the population, and declaring a commitment to achieving practically measurable results in the implementation of actions and initiatives for the benefit of communities and residents,

THE PARTIES HEREBY AGREE AS FOLLOWS:

  1. The Zakarpattia Regional Council and the NGO “Open Ukraine” express their readiness to commence comprehensive and multidimensional cooperation and interaction aimed at achieving the above-mentioned objectives faced by the local self-government authority under the conditions of armed aggression by the Russian Federation against Ukraine. The NGO “Open Ukraine” shall assist the Zakarpattia Regional Council in attaining these objectives.

  2. Cooperation and interaction between the Parties may include the organization of joint events, and the involvement of the Parties in relevant initiatives and projects that may have a positive impact on achieving the aforementioned goals of the local self-government authority.
    The NGO “Open Ukraine” shall provide the Zakarpattia Regional Council with proposals regarding activities and initiatives, the conditions for participation, objectives, and implementation mechanisms.

  3. The implementation of any activities or initiatives proposed by the NGO “Open Ukraine,” as well as decisions concerning participation or engagement in such activities or initiatives, shall remain within the discretion of each Party. The Parties shall remain free to decide on participation, the extent of participation, or the termination thereof, guided by the principles of expediency and the interests of the communities and population.

  4. The activities and initiatives implemented under this Memorandum shall comply with the requirements of applicable legislation. In all matters related to the implementation of such activities and initiatives, the Parties shall act in good faith and in pursuit of the primary objective — ensuring the interests of the communities and population residing within the Zakarpattia region.
