Lions Lawyers have been deeply involved in supporting Ukraine’s government and key state agencies in building and strengthening global ties with foreign governments and leading international partners. We arrange high-level international negotiations, provide strategic legal consultancy, and assist government bodies in drafting essential legislation where required.
Our expertise became particularly crucial after Ukraine’s previous pro-Russian government fled to Russia. Utilizing our global network, we helped the newly elected government restore long-standing international connections and establish new official partnerships across the world.

The Russia–Ukraine gas disputes center on longstanding conflicts between Ukraine’s Naftogaz and Russia’s Gazprom over gas supply, pricing, and debt obligations. Over the years, these disputes escalated into major geopolitical issues, threatening Europe’s energy security and deepening Russia’s political influence in Ukraine.
Lions Lawyers stated that Russia’s leverage over Ukraine through gas contracts posed a direct threat to national security, and that Ukraine needed to eliminate gas dependence on Russia to fully restore its sovereignty. Our efforts became the first privately initiated campaign—widely supported by the public—aimed at breaking Ukraine’s economic dependence on Russia and reorienting the country toward Europe.
In 2013, we filed a lawsuit against Ukraine’s then pro-Russian government and the Ministry of Energy, arguing that the gas contracts with Russia exposed Ukraine to severe national security risks. We urged the authorities to take legal action against Gazprom at the Arbitration Institute of the Stockholm Chamber of Commerce.
At that time, Ukraine had never openly confronted Gazprom in modern history. However, our legal initiative and public campaign pressured the newly elected government to bring a case against Russia’s energy monopolist. This resulted in Ukraine’s historic victory over Gazprom in arbitration proceedings totaling more than $50 billion in overall value, preventing potential losses estimated at $94.7 billion and strengthening Ukraine’s independence. The case is widely regarded as a turning point in economic relations between Ukraine and Russia—one based on respect for Ukraine’s sovereign interests.
Lions Lawyers’ information campaign included dozens of public events, expert discussions, and advocacy initiatives that helped shape public opinion and promote decisive legal action.
Russiaʼs aggression against sovereign Ukraine

Lions Lawyers and the NGO “Open Ukraine” organized an unprecedented international conference with the participation of 100 experts titled: “Russia’s Armed Aggression: Challenges to the World Order and Solutions for Ukraine.”
The ongoing armed aggression of Russia against Ukraine has created a public demand for strategic solutions aimed at safeguarding Ukrainian statehood. The purpose of the event was to facilitate an exchange of views among government officials, legal professionals, diplomats, scholars, military experts, and representatives of civil society on the use of legal, diplomatic, and political instruments to protect Ukraine’s territorial integrity and independence in the context of Russia’s armed aggression. The conference also aimed to promote a comprehensive discussion of the historical background of Russia’s aggression, its consequences, the challenges faced by the international community and Ukraine in the fifth year of the war, and to develop a strategic vision and “Ukraine’s Action Plan.”
Participants included former Presidents of Ukraine — Leonid Kravchuk and Viktor Yushchenko — Members of Parliament, ministers, international organizations, and business chambers.

One of our core areas of activity is introducing international expertise into Ukraine’s legal and institutional development. This includes coordinating foreign assistance for Ukrainian state bodies and organizing visits by international judges, lawyers, and barristers. Such exchanges help strengthen Ukraine’s legal system and support the country’s ongoing judicial and justice-sector reforms.
The photograph below features Judge Bohdan Futey, a Ukrainian-American senior judge of the United States Court of Federal Claims. Born in 1939 in Buchach (modern-day western Ukraine), Judge Futey and his family became displaced during the 1940s and were initially relocated to Argentina. They later moved to the United States in 1957. He graduated from Western Reserve University (now Case Western Reserve University) in 1962 and earned his Juris Doctor from the Cleveland–Marshall College of Law in 1968. Before being appointed to the federal bench in 1987, he practiced law and served as Executive Assistant to Cleveland Mayor Ralph J. Perk.

We are actively involved in public discussions on strategies to counter Russian aggression in Ukraine and in the development of institutions tasked with protecting the interests of Ukrainian society. Our work spans key areas such as military courts and military justice, the protection of veterans’ rights, compensation for damages suffered by Ukrainians due to Russia’s actions, recovery of funds from Russia for the benefit of Ukraine and its citizens, and the use of frozen Russian assets for Ukraine’s reconstruction.
We have also played an active role in supporting the imposition of international sanctions on individuals who acted against Ukraine.
